Change Address in Vehicle RC: the complete guide
When you move house, the address on your vehicle’s Registration Certificate (RC) should move too. This guide is for owners of cars and two-wheelers who have shifted within the same city, to another RTO area in the same state, or to a new state. The process uses Form 33 on the Vahan portal and is handled by your state RTO.
Who needs this
The Motor Vehicles Act expects you to tell the RTO about a change of address within 30 days of moving. Keeping the address current matters because:
- e-challans, RC cards and notices are posted to the address on record,
- insurance and resale paperwork go more smoothly when the RC matches your ID, and
- a late update can attract a monthly late fee.
If you have moved to another state, updating the address is only part of the job. A vehicle kept in a new state for more than 12 months has to be re-registered there, which normally means a Form 28 NOC from the old RTO and paying road tax in the new state.
Documents explained
Form 33. The form used to report a change of address. You fill it in on Vahan; some RTOs want a signed printout as well.
Proof of new address. Aadhaar showing the new address is the easiest. A passport, registered rent agreement or recent utility bill also work in most states. Updating Aadhaar first also lets you use eKYC.
Original RC. The RTO needs it to issue a fresh card with the new address.
Insurance and PUC. Both should be valid on the day you apply.
Financier’s NOC or intimation. If a loan is noted on the RC, many RTOs want proof the lender knows about the move.
Form 28 NOC. Needed when the vehicle is going to another state. Some states also ask for it when moving between RTOs in the same state.
Step-by-step process
- Update your ID. Get Aadhaar or another proof updated with the new address.
- Apply on Vahan. On the Vahan citizen services portal, enter your registration number and choose Change of Address. Use Aadhaar eKYC if your state offers the contactless option.
- Pick the right RTO. If your new home is in another RTO’s area in the same state, you can apply to that RTO. It updates the record and informs the original RTO.
- For a new state, get the NOC. Apply for the Form 28 NOC from the original RTO, then follow the new state’s re-registration process within 12 months.
- Pay and upload. Pay the fee and any late fee shown, then upload your documents.
- Submit originals if asked. Non-contactless applications need a visit with originals.
- Receive the new RC. It is posted to the new address. Update your insurance policy too.
Fees and timelines
| Item | Amount |
|---|---|
| Two-wheeler | ₹150 |
| Car or light vehicle (non-transport) | ₹300 |
| Smart card RC | ₹200 plus postage |
| Late fee after 30 days | Up to ₹300 a month (two-wheeler), ₹500 a month (others) |
These are central Rule 81 fees. States may add service charges, and late fees vary by state. Most owners get the new RC within one to three weeks after approval. For a move to another state, the new state’s road tax is extra and is often the largest cost.
Common problems and fixes
- OTP goes to an old number. Update the mobile number on the vehicle record on Vahan before applying online.
- Address proof rejected. Unregistered rent agreements are sometimes refused. Use Aadhaar or a registered agreement.
- Loan on the vehicle. If the bank is still noted, the RTO may wait for its letter. If the loan is closed, remove hypothecation at the same time.
- Unsure about re-registration. If you have only moved temporarily, updating the address may be enough; if you are settling in a new state, plan for re-registration and road tax.
Frequently asked questions
Is changing the address mandatory?
Yes. The law asks owners to report a new address within 30 days. In practice the penalty is a late fee.
Will my registration number change?
Not for a move within the same state. A move to another state with re-registration gives you a new number from that state.
Can I change the address and transfer ownership together?
They are separate services. If you are selling, the buyer’s address goes on the RC through the transfer itself, so no separate address change is needed.
Do I need to visit the RTO?
Only if your state does not offer this service as contactless, or if the RTO asks to verify originals.
