Get a Caste or Caste-cum-Income Certificate in Karnataka: the complete guide
In Karnataka, caste certificates and caste-cum-income certificates are issued by the Tahsildar through the Nadakacheri (Atalji Janasnehi Kendra) system. This guide explains which certificate you need for your category, what to carry, and how to apply online or at a centre. It is meant for students applying for admissions and scholarships, job seekers and anyone claiming reservation benefits.
Who needs this
You need a caste certificate to claim reservation in state jobs, college admissions (including KEA counselling), scholarships and many welfare schemes. Karnataka groups communities into these broad categories:
- SC and ST. You get a caste certificate. There is no income condition.
- Category-1. A caste certificate for the most backward classes. In general there is no creamy layer exclusion here.
- Category 2A, 2B, 3A and 3B. You get a caste-cum-income certificate. It shows your caste and your family income, because these categories have a creamy layer income limit.
KEA and other agencies usually ask for these in specific formats. Students often see Form-D for SC/ST, Form-E for Category-1 and Form-F for 2A to 3B (verify against your admission brochure). For central jobs and central institutions, you need the separate OBC Certificate (Central), which follows central rules.
Documents explained
Aadhaar and ration card. Aadhaar proves identity. The ration card number lets the system search e-Kshana, a database of household records already verified by Village Accountants. If your record exists, the certificate can be printed immediately.
School records. A school leaving certificate or study certificate that mentions your caste is one of the strongest proofs. Make sure the caste and sub-caste spelling matches what you enter in the form.
Family member’s certificate. A caste certificate held by your father, mother or sibling makes verification much quicker.
When no family member has one. Officials may hold a local enquiry, record statements from elders or neighbours, or ask for an affidavit. Old land or village records showing caste can help.
Income proof (2A to 3B and central OBC). Bring salary certificates, RTC for farm land, or business income proof, because the certificate states your family’s income.
Step-by-step process
- Choose the service. On the Nadakacheri portal the services are listed as Caste Certificate (SC/ST), Caste Certificate (Cat-A), Caste and Income Certificate, and OBC Certificate (Central). Pick the one that fits your category and purpose.
- Log in or visit a centre. Online, log in with your mobile number and OTP. Offline, go to your hobli Nadakacheri, a Grama One centre, or a Karnataka One or Bangalore One centre.
- Search e-Kshana. Enter ration card number, name and Aadhaar. If a verified record appears, select it and print.
- Apply fresh if needed. Fill in religion, caste, sub-caste, family members and address. Attach documents and pay the fee. Keep the acknowledgement number.
- Verification. The Village Accountant or Revenue Inspector checks your claim. For 2A to 3B, they also check family income.
- Approval. The Tahsildar or Deputy Tahsildar signs digitally. Print the certificate from the portal or collect it at the centre. It also shows up in DigiLocker.
Fees and timelines
| Item | Amount |
|---|---|
| Application fee | About ₹15 |
| Centre service charge | Small extra amount at private centres |
| Stipulated time | 21 days |
The 21-day limit comes from the official Nadakacheri service list. If a record already exists in e-Kshana, there is no wait at all. Check the current fee on the portal before paying.
Common problems and fixes
- Caste or sub-caste mismatch. If school records show a different spelling or sub-caste, the claim may be rejected. Get the school record corrected first, or explain the difference with supporting proof.
- Rejection after verification. The fee is not refunded. Read the rejection reason online, then either re-apply with better proof or appeal to the Assistant Commissioner.
- Existing certificate has an error. Search the record, open the preview, and choose the correction option for name, caste or address.
- Income above the limit. For 2A to 3B, if family income is above the creamy layer limit, you may only get a caste certificate without the reservation benefit. Check the current limit with your taluk office.
- Migrated from another state. SC/ST status is tied to the state that lists your community. Migrants have a separate SC/ST (Migrant) service; ask the taluk office which one applies.
Frequently asked questions
Does a caste certificate expire?
A plain caste certificate is generally treated as valid for life. A caste-cum-income certificate includes income, so many departments ask for a recent one, often issued within the last year. Check what your admission or job notification says.
Can I use the state certificate for a central government job?
Usually not for OBC claims. Central jobs need the OBC (non-creamy layer) certificate in the central format, which is a separate service on Nadakacheri. SC/ST certificates are generally accepted if issued in the prescribed format.
Who decides my category?
Your category depends on the official list of communities notified by the state. If your caste is on that list, the Tahsildar issues the certificate after verification.
Can someone else apply on my behalf?
Yes, a parent can apply for a minor child. The certificate is still issued in the child’s name and verification looks at the parents’ caste.
Is a certificate printed from a cyber centre genuine?
Yes. Centres only submit the request through the official system; approval and digital signing are done by the revenue officials.
