Apply for a New Ration Card in Karnataka: the complete guide
A ration card lets your family buy subsidised or free food grains from a fair price shop, and in Karnataka it is also used as a family record for many welfare schemes. Applications are handled by the Department of Food, Civil Supplies and Consumer Affairs through the Ahara system. This guide is for families setting up a new household, those who moved to Karnataka, or anyone who never had a card.
Who needs this
There are two broad kinds of card:
- Priority household cards (BPL / PHH and Antyodaya). For poorer families. These give free or highly subsidised grain and are often required for other benefits such as health schemes and some state guarantees.
- Non-priority household cards (APL / NPHH). For families above the poverty line who still want a ration card as a household document or for occasional subsidised items.
BPL eligibility has strict exclusions. Your family will generally not qualify if a member pays income tax, holds a permanent government or semi-government job, owns a four-wheeler (other than one commercial vehicle used for a living), owns more than about 3 hectares of dry land in a village, or has a house larger than 1,000 sq ft in a town. Annual family income must also be within the state’s limit. Check the latest list on the Ahara portal, because the department revises these rules.
Documents explained
Aadhaar of every member. Karnataka’s process is built on Aadhaar. When you apply, the name, photo, age, gender and address for each person are pulled from Aadhaar. In most cases you need nothing else.
Current address in Aadhaar. At least one person in the family must have your present address in their Aadhaar. If nobody does, update it at an Aadhaar centre first, then apply.
Mobile number. Link at least one member’s mobile number to Aadhaar. You get SMS updates about the verification visit and approval.
Children under 5. Their fingerprints are not taken, but their Aadhaar number is still needed.
Income certificate. It is not part of the basic filing, but keep one ready if you apply for a BPL card, because officials may ask for it during verification.
Step-by-step process
- Check if applications are open. New BPL applications in Karnataka have been paused for long periods, with exceptions for medical emergencies. Check the Ahara portal or call the helpline 1967 before you go.
- Go to an authorised centre. You can apply at Grama One, Karnataka One, Bangalore One, Janasnehi Kendras, gram panchayats and authorised franchises. APL applications can usually also be made online with Aadhaar OTP.
- Take the family along. Everyone over 5 gives fingerprints. If members come on different days, the fee is charged each time.
- Head of family. Under the National Food Security Act, the eldest woman in the household is recorded as the head of the family.
- Choose ward and shop. Select your ward (towns) or gram panchayat (villages) correctly, and pick any fair price shop in your taluk or city.
- Verification visit. The application goes automatically to the local official, who visits your home to confirm eligibility. You get an SMS before the visit.
- Receive the card. Approved cards are sent by speed post. You can also check the status and print an e-ration card on Ahara.
Fees and timelines
| Item | Amount |
|---|---|
| Application fee | ₹50 per visit |
| Speed post delivery | ₹70, paid to the postman |
The department’s procedure note says cards should be delivered within about 15 days of filing under the Sakala guarantee. In practice BPL cards can take much longer when applications are on hold or verification is slow. Confirm current fees at the centre, as private kiosks may add a service charge.
Common problems and fixes
- Address mismatch. If the application shows an old address, it is because Aadhaar still has it. Update one member’s Aadhaar address and apply again.
- Fingerprint not matching. Elderly people sometimes fail biometrics. Ask the operator to try OTP or iris authentication, or update biometrics at an Aadhaar centre.
- Rejected as ineligible for BPL. If a family member pays income tax or owns a car, the system may flag it. You can still apply for an APL card.
- Already listed on another card. A person can be on only one card. Remove the member from the old card first (deletion can be done by any member of that card).
- No SMS or update for months. Track the request under New/Existing RC Request Status on Ahara using your acknowledgement number, and raise a grievance on the portal if it is stuck.
Frequently asked questions
Can I apply for a BPL card online from home?
Generally no. BPL and Antyodaya applications need biometric authentication at a centre. APL applications can usually be filed online with Aadhaar OTP.
Can I change my fair price shop later?
Yes. Shop changes and corrections to relationships can be requested through the amendment service by any member listed on the card.
What if my wife and I come from different districts?
Apply in the district where you live now. The person whose Aadhaar shows the current address should be part of the application.
How do I add a newborn to the card?
Get the baby’s Aadhaar, then apply for addition of a member through the amendment service at a centre.
Is there a helpline?
The food department’s toll-free number is 1967. You can also register complaints on the Ahara portal’s grievance section.
